Nephi's own prophecy redeploys the gathering verse from the Isaiah chapter he transcribed (2 Nephi 21:11 = Isaiah 11:11 verbatim). 25:17 reads 'restore his people from their lost and fallen state' — the identical core is 'set his hand again the second time'. Third witness in the Lord's first-person voice at 2 Nephi 29:1: 'that I may set my hand again the second time to recover my people' — there with Isaiah's verb 'recover' restored.
