The Bountiful discipline rule reaches the same membership boundary the Lord gave the elder Alma, in the same words. The unrepentant 'shall not be numbered among my people' (3 Nephi 18:31) repeats verbatim the discipline charter's exclusion clause -- 'whosoever will not repent of his sins the same shall not be numbered among my people' (Mosiah 26:32). The negative clause 'shall not be numbered among my people' occurs at EXACTLY two points corpus-wide, 3 Nephi 18:31 and Mosiah 26:32; the positive form -- Gentiles who repent are 'numbered among my people, O house of Israel' (3 Nephi 16:13, 3 Nephi 21:6) -- is a distinct covenant-gathering sense, not the discipline clause. Both occurrences are the Lord's first-person church discipline: reception turns on repentance, exclusion follows refusal. The two rules' executing action differs -- Mosiah 26:36 blots names out, while 3 Nephi 18:30-32 forbids casting out and commands continued ministry to the unworthy against their possible return -- carried as page prose, not harmonized.
