The institution's bookend. Mosiah 29:44 commenced the reign of the judges 'throughout all the land of Zarahemla'; 3 Nephi 7:2 reports its dissolution: the people 'did separate one from another into tribes, every man according to his family and his kindred and friends; and thus they did destroy the government of the land', and 'the regulations of the government were destroyed, because of the secret combination' (7:6). The tribes are kinship units under appointed chiefs (7:3) that reach a non-aggression settlement -- 'very strict laws that one tribe should not trespass against another' (7:14) -- but are 'not united as to their laws, and their manner of government' (7:14). The reading offered: this statelessness is the TERMINAL state of the republic Mosiah 29 founded, the failure clause run to its civic end. Mosiah 29:27 ('if the time comes that the voice of the people doth choose iniquity… he will visit you with great destruction') had its TRIGGER narrated as met at Helaman 5:2 ('they who chose evil were more numerous than they who chose good', already registered hel-kj-failure-clause-executes); 3 Nephi 7:2 is the CONSEQUENCE -- the government itself destroyed. Distinct from the 5:2 record (different verse-pair, different half of the clause: 5:2 = condition met, 7:2 = republic dissolved). What is textual: 7:2's 'destroy the government', the tribal dissolution (7:2-4), the non-aggression law (7:14), and the last judgment-seat murder that precedes it (7:1, the chief judge slain -- final entry in the assassination ledger; the cabal 'did not establish a king over the land', 7:1). What is interpretive: that 7:2 is composed as the deliberate terminus of the Mosiah 29 order -- 3 Nephi 7 never cites Mosiah 29, and narrates the collapse as event, not as the closing of a frame. The judges do not return within this corpus: the order that emerges after the destruction (chs 8-10) is the church-and-twelve order of the visitation (3 Nephi 11-28), not a restored republic; any later civil government lies in the books beyond.
