4 Nephi's retrospective on the destruction of 3 Nephi 8-9. When the survivors rebuild, the record sorts the ruined cities into two classes by the text's own logic: the BURNED cities are raised again -- 'they did build cities again where there had been cities burned' (4 Nephi 1:7), 'even that great city Zarahemla did they cause to be built again' (4 Nephi 1:8) -- but the SUNK cities cannot be, because water now stands where they were: 'there were many cities which had been sunk, and waters came up in the stead thereof; therefore these cities could not be renewed' (4 Nephi 1:9). That last clause reuses the destruction voice's own distinctive wording for the water-covered cities: 'waters have I caused to come up in the stead thereof' (3 Nephi 9:7, spoken of Onihah, Mocum, and the Nephite-country Jerusalem). Shared distinctive phrase, per-verse: 1:9 'waters came up in the stead thereof', 9:7 'waters have I caused to come up in the stead thereof'. The bare phrase 'in the stead thereof' occurs elsewhere in the record only in Jacob 5 (5:9, 5:44, 5:52 -- the olive-tree allegory, always graft/plant) and Ether 14:16 (a battle-succession); corpus-wide the frozen Pearl of Great Price adds Moses 3:21 and Abraham 5:15 (the creation of Eve, 'closed up the flesh in the stead thereof') -- never waters; the WATERS pairing is unique to these two verses. The wider destruction ledger these cities belong to is the 3 Nephi roll: the city Moroni 'did sink into the depths of the sea' (3 Nephi 8:9, repeated 9:4), the sunk-and-water-covered and hills-and-valleys cities at 3 Nephi 9:6-8. Shared-phrasing, textual: both ends quote a distinctive shared clause, not merely a shared theme.
