The full citation stands three verses earlier at D&C 113:7 — "the command in Isaiah, 52d chapter, 1st verse" — and the discussion has not left that chapter since; the bare "6th, 7th, and 8th verses" at D&C 113:10 inherits Isaiah 52 from it. The verse the D&C reaches for first is Isaiah 52:6, whose "I am he that doth speak" is what the D&C glosses as "he will speak to them, or give them revelation".
