The shepherd/sheep covenant vocabulary — the Redeemer as 'shepherd,' the people 'numbered among his sheep' / become 'my sheep' by hearing his voice — applied to the Lamanite restoration promise. Mosiah 26:21 is the Lord's covenant word to Alma the Elder; Samuel re-voices it of the restored Lamanites ('again be brought to the true knowledge… their great and true shepherd'). Shared element: shepherd + sheep belonging. Divergences: Mosiah's 'my sheep'/'shall ye receive into the church' (first/second person, the covenant act) vs. Samuel's 'his sheep'/'be numbered among' (third person, prophetic future). NOTE: Helaman 7:18's 'the voice of the good shepherd' is a separate occurrence belonging to the Alma 5:38-41 good-shepherd chain (grep confirms 'good shepherd' appears nowhere in Helaman 13-16); it is not registered here. Helaman 15:11 grounds the restoration promise in 'the prophet Zenos, and many other prophets' — an allusion to the olive-tree restoration, not a quotation; see zenos.md.
