Both texts describe the SAME transmission route for the record -- from the Jews, unto the Gentiles, and through the Gentiles to the scattered remnant. Mormon 7:8 states the two-step route plainly ('come unto the Gentiles from the Jews, … from the Gentiles unto you'); 3 Ne 16:4 gives the Lord's fuller version (the written sayings 'manifested unto the Gentiles, that through the fulness of the Gentiles, the remnant of their seed … may be brought in'). The binding contact is the ROUTE (Jews->Gentiles->remnant), not a distinctive shared phrase -- hence interpretive. The same route recurs at 3 Ne 26:8 ('brought again unto this people, from the Gentiles').
