Hedged structural parallel: twice Ammon is looked to for a sacred function (translation; baptism), twice the text records his self-limitation, and each scene resolves toward one holding a God-given gift or authority (the seer, 8:13-14; 'none in the land that had authority from God', with the account deferred, 21:33-35). The parallel is in narrative shape, not motive - 8:6 is stated inability, 21:33 self-judged unworthiness - and the text never compares the scenes.
