The saying 'Judge not, that ye be not judged' is word-for-word; 3 Nephi 14:1 sets a narrative frame before it ('he turned again to the multitude, and did open his mouth unto them again, saying: Verily, verily, I say unto you'), which closes the aside-to-the-twelve opened at 13:25. Matthew 7:1 has no such frame.
