Intra-D&C; the same fact from opposite ends — an instruction to obtain the power, and a description of a body already so established. 'according to the laws of man' stands at exactly one distinct frozen verse in the corpus (D&C 44:4) and 'agreeable to the laws of our country' at exactly one (D&C 20:1), so the wording is not shared: registered as allusion. 20:1 pairs the civil clause with a divine one in the same breath, which 44:4 does not.
