Divergences: the epistle states the subjection as unconditional and grounds it in the powers' origin where the revelation puts an expiry on it, 'until he reigns whose right it is to reign, and subdues all enemies under his feet', a clause with no counterpart in the epistle's verse. 'the powers that be' stands at exactly two distinct frozen verses in the corpus - these two - and 'whose right it is to reign' at exactly one. The neighbouring verse states the same duty from the other side (D&C 58:21).
