Offered to weigh, not asserted. In Revelation an angel glosses the many waters as the nations: 'The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues' (17:15). In 1 Nephi the clause immediately following the many-waters image reaches for a fourfold list of the same kind: 'she had dominion over all the earth, among all nations, kindreds, tongues, and people' (14:11). What is textual: both texts place a fourfold nations-list adjacent to the many-waters image. What is NOT textual, and is the interpretive step: that 1 Nephi's list functions as the same gloss on the waters. 1 Nephi never says the waters are the nations; it says the whore's dominion reaches them. The fourfold list is a stock formula in both texts (see rev-w1-24), which is why this record is interpretive rather than shared-phrasing.
